The legal change identifies categories removed from the State Secrets List. Commercial access still requires a record linking each relevant file to clearance, retrieval and use terms.

SBU Order 207 was signed on 29 May 2025, registered on 6 June and effective on 11 June 2025. It deleted paragraphs 2.6.5 and 2.6.6 of the State Secrets List. S10 S11

A separate classification programme

The 2025 verification work covered 37 critical/strategic minerals and published 20 commodity chapter links for undeveloped state-balance objects. Dobra’s C2 inventory, for example, received E3.2 / F3.1 / G2 codes. This is not a JORC resource. S24 S23 S25

Historical UNFC context: a DKZ-authored paper describes a 2021 state-balance population of about 9,200 deposits, with about 4,000 assessed or in use under the national UNFC-based system and about 5,200 still associated with earlier classifications. These are administrative figures—not 4,000 CRIRSCO reports. S22
No automatic GKZ/DKZ-to-CRIRSCO conversion is supported. DKZ’s 2017 guidance expressly rejects direct mechanical translation. A 2021 draft discusses an automated process for a different national classification workflow, but adoption and deployment were not established. S16 S35

Article 39 permits inspection of primary information at its storage location. Actual file retrieval remains material-specific, and digital copying is at the applicant’s expense. S13

Formula, not flat fee

Order 29 publishes a calculation method using a minimum review cost, adjustment coefficients, specialist work and wider costs. A universal current cash price cannot be derived without the inputs and contract. S33

03 • International restatement

Deposit-specific

No published national benchmark or defensible unit cost was found. Pricing would depend on the evidence gaps, additional work, selected code and professional sign-off.

Historical fee evidence: one 2021 oil-and-gas permit lot listed UAH 10,470,091.50 including VAT for geological information and UAH 72,550 for auction documentation. It is not a general archive tariff, a solid-mineral benchmark or a CRIRSCO-restatement price. S44
